The ICE agent who fatally shot a man in Biddeford, Maine, on July 13, 2026, has been identified as David Michael Brouillette, a 37-year-old former Maine law enforcement officer. Brouillette, a U.S. Army veteran who previously worked for the Department of Veterans Affairs police and as a volunteer firefighter, admitted to the shooting in a call to his ex-wife, though federal officials have refused to officially confirm his identity.

Johan Sebastián Durán Guerrero, a 25-year-old Colombian national and father, was killed during the operation while driving away from agents surveilling a nearby residence. Authorities state Guerrero was not the intended target of the arrest warrant, and the Department of Homeland Security claims Brouillette fired because the vehicle "attempted to flee" and he was "fearing for public safety."

  • Brouillette has a reported history of mental health diagnoses, including bipolar disorder, which his ex-wife says she previously reported to his military superiors.
  • The shooting marks the second fatal ICE incident in less than a week, following a similar death in Houston, Texas.
