I look at that and I’m not buying it. It frames them as guys who are in it just for the thrill of the game, and it gives him moral reason to not care about putting them in the hospital cause they choose this life. “Just go to the adult center” and they’ll have a job? Just trust the richest guy in the city who they would think would have the power to for the city to not be like this?

Batman is smart enough to understand psychology to know they wouldn’t do that. What you provided here makes me feel like even more. Bruce Wayne actively created a sandbox for Batman to play in.
